In the TOH model especially in the substation modeling the feeder breaker and switch to the upstream of the breaker are close to each other and the user cannot distinguish the tags placed on the devices. So we offered a solution where the tags were transparent to see if any other tags were being placed on the nearby devices. Still, this solution does not meet the dispatcher's expectations and comes up with a new requirement where tags placed on the device should switch from solid to transparent based on the selected device. Not sure how feasible to implement this requirement in NMSv2.3.

In the above picture, 80-M3-L and 80-M3-B are the two devices in the model nearby.
The below requirements are from the TOH client.
- When multiple tags are added to devices within close proximity and the user selects one of the devices, ensure the tags associated with the selected device become solid i.e. non-transparent once they are forefront of the viewer. This will ensure that the tags on the selected device stand out better and help eliminate oversights on the part of the user.
- When the user selects another tagged device e.g. using the image above, if the user clicks on the switch (80-M3-B) instead. Ensure the tags on the breaker revert to being transparent and the tags on the switch become solid
- When the user clicks on an empty spot on the viewer, or selects a different device without a tag(s). Using the image above, ensure the tags on both the switch and breaker revert to being transparent.
