tags, tagging and tag cloud in APEX

how would be the best way to use tagging in APEX applications? does anyone have a good solution or example on creating tags and tag clouds?

I can imagine there should be a text field/varchar2 column for tags that are separated with commas or semicolons but that's it. How and where should I go on? E.g. how would be the best to count tags and unite them and link to each other ets.
