Tabs,Nav Bar,DHTML Menu with Sublist

I'm creating a menu (DHTML Menu with Sublist).... I've played around with the location on page 0 to make it appear on every page, but it just doesn't look great

I'd like it in the space above the breadcrumbs, but is there a way to do this type of drop down using tabs or nav bar?

Anyone have a good example of this?
