Tab Errors

I seem to be having errors re-setting the Tabs in an 1.6 application. I have gone so far as to delete all the tabs and tab sets in the shared components (its all completely empty) yet my pages are showing the tab names from the tab sets I deleted (ie Tab Set: Admin (in black)) with no tab values. Pressing the CREATE button on the effected page goes through the TAB set wizard successfully - but doesn't do anything to the settings displayed on the page.

I've tried everything I can to reset or recreate the tabs but nothing works.

Help please...
