System always calculates 160 hours per month for time card for any employee?

Dears,

I've created a very simple time card which integrates with payroll. the time card shall be inserted by employee to take him actual working hours and upon these hours the employee shall be paid.

but when i inserted only a 40 hours as working hours for employee, the system calculates 168 hours for this employee on September.

Have anyone faced this issue before?
