SYS vs SYSMAN

When I login using SYS as "SYSDBA" to 10g EM, I can't perform Export and Import. I got an role error stating:

Export and Import are not supported on 10g databases for user logged in with SYSDBA role. Logout and login using a different role before trying again.

But when I login using SYSMAN as "NORMAL". I am able to perform the Export and Import operation.

Why is it so? I thought Sysdba should have all right to perform any actions?
