SYS.ORA$BASE lock

I see we have some locks for the SYS.ORA$BASE object in Oracle 12c database. Most of them are from system account of the application.

I think that is normal.

I also see if the developer using SQL developer, they also give a lock to SYS.ORA$BASE .

The lock are all sahre.

What does the lock for SYS.ORA$BASE mean?

When it should happen and normal
