SYS_EXTRACT_UTC: not getting correct UTC time between midnight and 2am

select cast (SYS_EXTRACT_UTC(timestamp '2006-10-29 01:15:21 -05:00' ) as date)
from dual;
I am on EST time zone.
this returns:
10/29/2006 6:15:21 AM which is incorrect, it is one hour more than expected.
The spring backward time doesn't happen until 2am, so it should return the time as 5:15:21 AM.
Does anyone know how to fix this and where I should go look to fix it?
