syntactic and semantics checks in sql

Hi,

How we can perform/execute the syntactic and SEMANTICS checks in oracle sql. I'm trying to develop a query tool for oracle to validate the syntax/semantics of a given input query/plsql block.

Do we have any inbuilt packages/procedures available to perform the action and returns the validation???
