Synonyms & Constraints

I've created some public synonyms on a user, all is good, these tables can bee seen from other users with no hazzle, however when i try to make constraints between the two users, it goes ORA-00942: table or view does not exist.

I need to have constraints from a "debitor user" to the customer table in the "base user" ... i thought i could accomplish this with synonyms ... but alas..

Suggestions ?
