Sync PDB failed with ORA-65177 during 'ALTER USER APEX_040200 IDENTIFIED BY * ACCOUNT UNLOCK'

Situation:

Pluggable B only opens restricted mode

Pluggable A opens normally

Apex removed from CDB installed in PDB A

Pluggable B created from PDB A with apex installed

create pluggable database B from A file_name_convert=('/A','/B');

Any ideas ?
