Switch from One Level Tabs to Two Level Tabs?

I want to start working with tabs. My pages currently show One Level Tabs. I am trying to set up tabs with a side menu as in Denes Kubicek's examples at
http://htmldb.oracle.com/pls/otn/f?p=31517:1
but I cannot figure out how to change my pages to Two Level Tabs.

Can I change the page template or do I have to start from scratch?

Still limping along on 1.6.
