Swap leak

I have a V1280 with 12x 1.2ghz cpus and 28 gig of ram attached to a 3510 with dual 2gig fiber cards, and a 16gig swap partition.
Running 5.9 Generic_117171-13

we are running a decent size(~220gig) oracle 9i database, the only other server working with this machine is its forms server.

here recently my swap has just be slowly draining away. when the dba's restart the databases I have about 12ig then I slowly lose swap after 7-20 days I am down to about 2 gig and jobs start to fail. My DBA's have to reset the database to clean up the swap.

I think we have an oracle forms proccess that is not cleaning up, but how do I find this job?

has anyone experianced this issue before, and is there a tool that would allow me to isolate the job that is doing this?
