SVN connection refused while connecting to remote repo

Dear All,

I have created a SVN repository from Oracle SQL Developer> Create Local Repository

svn://<host ip>/repos

But I am getting the below error when I tried to connect to svn repo from remote system

svn: E210003: connection refused by the server

Connection refused: connect

Access refused.

Verify user name, password and URL are valid.
