An Oracle EBS Project Management and Hyperion Planning solution has been implemented for a government utility organization.
The customer requires support for enterprise strategic planning (2024–2028), including:
Strategic goals and initiatives
Program-level groupings
Multi-year planning horizon
Financial and non-financial KPIs (operational performance metrics)
Our analysis indicates that Oracle EBS Project Management is primarily designed for project execution, costing, and control, and does not natively support enterprise strategic planning constructs such as strategic objectives, initiatives, KPI scorecards, or long-range strategy modeling.
Hyperion Planning (On-Prem) is currently used for budgeting and forecasting, and its suitability for non-budget, strategy-oriented planning needs clarification.
We would appreciate Oracle Support’s guidance on the following points:
Could you please confirm whether Oracle EBS Project Management provides any supported functionality for enterprise strategic planning, strategic KPI management, or long-range strategy modeling?
Could you clarify the supported use cases and limitations of Hyperion Planning (On-Premise) when used for strategic (non-budget) planning scenarios?
Could you advise which Oracle EPM product(s) or module(s) are officially recommended for:
Multi-year strategic planning
KPI-driven strategic goal and initiative modeling
Enterprise-level scenario and what-if analysis
Could you please provide Oracle’s recommended reference architecture for aligning:
Enterprise strategic planning
Project execution (Oracle EBS)
Financial and operational planning (Hyperion / EPM)
