Supply Point Restorations (used on Network Outages) need to update the # Out column

Enhancement - need # Out column to stay unchanged and # Still Out column to decrement when customers are restored through supply point restorations.

Copied from Repro Steps when changed from Bug to Change Request

  1. Select a network device in the Viewer with multiple downstream supply points
  2. Click File > New Event in Web Workspace to create a PDO on the device
  3. Note the # Out and the # Still Out for the event
  4. Open Trouble Info and switch to Supply Points View
  5. Restore one of the supply points
  6. Observe that BOTH the # Out and # Still Out decrement by the amount of restored customers (should only be # Still Out)
