Sun Java CLDC Emulation does not start on iPAQ 114

I have installed the Sun Java CLDC Emulation on a iPAQ 114 as descripted in:
http://java.sun.com/javame/reference/SDKWinMobileInst.pdf

when I try to start the Sun Java CLDC Emulation the "waiting"-Icon is displayed for a short time and nothing happens.

On a WM 6.5 standalone emulator image the Sun Java CLDC Emulation runs without any problems.

Is there something special with iPAQ devices?

Java(TM) ME Platform SDK 3.0
Microsoft Virtual PC 6.0.156.0
Microsoft ActiveSync 4.5.0

Windows Mobile 6 Classic
CE OS 5.2.1616
