Substitute Material Definer role

Hello. Did you know that Substitute Materials only show as a hyperlink if users have the Substitute Material Definer role? We have users w/o the Substitute Material Definer role that need to be able to read that spec by clicking on the

Substitute Material link. Do you know if this is something we can configure?
