Submitting SSO-User-Information with an url-parameter-call or a certificate

we are looking for a way to submit the SSO-Data (SSO-User and Password) via url-parameters oder a certificate.
Background: We want to use oracle Discoverer for displaying reports and VPD on the database to control the dataaccess. Discoverer should be started from our own BI platform. There is already a user login mechanism which identifies our users when starting the portal. Now we don't want them to input SSO-user and password, we want to submit that data out of our BI platform.
I hope you got an idea what we try to do.
So can you point me to a documentation or web-resource where i can learn more about it? Or can you give me a way to do this (if it is that easy that it does not need too many words to describe)?
