Strange web behavior with Hyperion Planning 11.1.1.3

Has anyone seen this behavior. We set the number of cells to prompt users that the webform is large and lets them decide yes or no. This is the setting in the app settings/display options. When it works correctly and a person clicks to open a webform that exceed the set size, the should receive the message that ths webform they're trying to open is large, yada, yada. We'll when we set this level so that it'll display for larger webforms, we get an IE prompt at the top of the screen which says this file has been blocked click here for options. you click and it gives you the option to download "Enterdata.jsp" or search the for a program to open this type of file. Webforms that don't exceed the size limitation open fine. This is in QA. The same forms work fine in dev. I thought at first it was just one user, but it seems to happen to any machine. Even stranger is that the forms work fine on the server when using IE directly on the planning or any other server. I thought maybe a MS update or java update, but this is both company laptops as well as my personal one which has autoupdating off. I'm perplexed. I do have http compression enabled on qa and not dev. Next step is to redeploy without that i guess. Thoughts?
