Strange Characters in Database

I am seeing some strange chracters in our test database. I ran the same script in development and the characters came out fine. Both database are on 11.2.1.0 and have the exact same character settings. Below is what I am seeing.

Dev Database = México
TEST Database = M�xico

This is the character setting in both environments.
