Strange behavior when displaying image.

I have a report (.PDF) called by a library in two different forms. 2 forms, 1 library, same parameters. In one report the image is displayed correctly but in the other report it seems like a filter is applied to the image. The thing is that only happen with .jpg files not .gif nor .tiff or .bmp. Let me explain : the image is a snapshot of some building with a white frame of about 1/4 inch, there may be near white spot on rocks. Every white pixel is swith to gray as if I had a transparent filter on a gray background, which I don't. All frames had transparent backgrounds and I switch them to white. Same result. I even try to paint all white pixel in the image to red color, the red became black. Is there any contrast filter ?

The image is a jpg and is located on a Windows share folder.
We're using Oracle reports 9.0.7.0 on a 10g database. The problem appeared since we migrate to 10g.
