StorEdge 3310 - sccli reports "No SAF-TE devices found"

We have a 3310 array that repeatedly seems to fail on the same 3 drives, 10, 12 and 13. (4 times this year) The disks and both controllers have been replaced, but the issue happened again this morning.

Running 'show enclosure status' through sccli results in:

No SAF-TE devices found.

I'm also unable to force a fail-over, even though the secondary is detected by 'show redundancy':

sccli> show redundancy
Primary controller serial number: 93889
Redundancy mode: Active-Active
Redundancy status: Scanning
Secondary controller serial number: 0

sccli> fail secondary
Are you sure? y
redundant controller is not ready, can not perform fail controller
sccli: failing controller: error: bad status returned.

Even 'show led-status' fails:

sccli> show led-status disk 0.12
sccli: cannot determine slot number for specified disk

Can anyone think what I might be missing here? Is this thing a dead stick, or maybe just a configuration that is lacking?
