Stop Interactive Report Rinning On Load

Is there any way of stopping an interactive report from running on page load.
When my users click on the link to the page containing the report, it takes quite a while to load.
Is it possible to only run the report after they have entered a parameter.
I have been able to hide the report until they enter a parameter using apexir_PANEL, but not totally stop it from running.
