Whilst migrating a standby and primary instance from 11.20.4 to 12.1.02

I got the following errors in the PRIMARY database when issuing STARTUP MIGRATE PFILE=<path>init<sid>.ora

I realised that the primary pfile was using dg_broker_start=true which was trying to open the database fully not just migrate
i changed the parameter in the pfile to dg_broker_start=FALSE and i was able to start this instance with STARTUP MIGRATE PFILE=<path>init<sid>.ora

replication_dependency_tracking turned off (no async multimaster replication found)
