Startup migrate hanging

I am upgrading database from 10.2.0.4 to 11.2.0.1 . While starting the instance in new 11g home in Migrate mode its took 1 hour .. I have checked there is no instance recovery is going on that time. Its in Sun cluster Active - passive database. I don't face this issue in 10g...
