Starting Windows service.

Hi

when i m trying to start the instance of windows services the i m getting the following error.

oradim -startup -sid SoilTest -starttype srvc,inst
DIM-00011:The specified service does not exist
o/s-error:<os 5>Access is denied

what this exactly mean?Whether it creates problem to create a database on server?
