Starting JDeveloper fails with an error "Cannot find a J2SE SDK installed at path..."

I have just downloaded 11.1.1.7 installation for JDev. After the installation I'm trying to setup the path to JAVA_HOME.

However, when I start JDev I am asked to "Please specify the path to the Java JDK home ..."

If I do so (C:\Program Files (x86)\Java\jre7\bin\java.exe - Java 7, version 51) I get an error message "Cannot find a J2SE SDK installed at path c:\Program Files (x86)\Java\jre7." and JDev terminates.

What can I do to fix this issue? Thanks.
