starting DB instance

Hi ,
Yesterday i had a problem to stop one database instance immediately. I used kill like shown below
[oracle@rac1 backup]$ ps -eaf | grep smon
oracle 7882 1 0 16:14 ? 00:00:06 asm_smon_+ASM1
oracle 8553 1 0 16:15 ? 00:00:15 ora_smon_rock1
oracle 23324 1 0 16:39 ? 00:00:06 ora_smon_TESTDB
oracle 15916 21301 0 17:17 pts/3 00:00:00 grep smon
[oracle@rac1 backup]$kill -9 23324
to kill my TESTDB.

Now i need to start the instance. How to do that?
when i issued
sqlplus / as sydba
i got the below error

[oracle@ABC /]$ sqlplus / as sysdba

SQL*Plus: Release 10.2.0.4.0 - Production on Tue Aug 3 11:17:30 2010

ERROR:

What would be the reason and what should i do for the same?
