start oracle enterprise manager on oracle express 11 g

Hello,
Is this possible to run Oracle Enterprise manager (EM) with oracle express 11g database installed on Windows 7 (Windows 10) ?
I cannot even see any oracledbconsole<sid> service to start....
Any help will be appreciated
