Standby database and primary database not sync after standby database down

Hi,
I have standby database and primary database in different server, The problem that I face is when standby database down and then I insert something in my primary database then up standby database again with managed real time apply. the data not sync.
If I bounce primary database, It will be sync normal.

Another way that I try is, I up primary database first and then standby database . it not sync.
But when I up standby database and then primary database after that, it sync normal.

it's weird or maybe I get wrong setting in one of my database?
