SSL Handshake Delay for 4 seconds

Hi,

SSL Handshake is taking 4 seconds for some transaction. We can see the delay of 4 seconds in NetMon tool has given below description:

TLS:TLS Rec Layer-1 HandShake: Certificate.

TLS:TLS Rec Layer-1 Cipher Change Spec

Please assist us how to fix this issue.
