ssh login without password

Dear all,
i have a big problem, i have two solaris server 82.201.208.144 and 82.201.208.143 i have script that run on 82.201.208.144 with a cron job and this script need to access 82.201.208.143.
i have a user called user1 on the two servers i do this steps to create a key but it fail:
On the 82.201.208.143
ssh-keygen -N '' -t rsa
cat id_rsa.pub > key
scp key user1@82.201.208.144:/home/user1/.ssh
then login at 82.201.208.144
cd .ssh
cat key > identity
when i login to 82.201.208.143 from 82.201.208.144
it ask me about passphrase i use -N '' to give him blank passphrase what can i do
