SSH causing high CPU load

Greetings,

We have a large amount of SSH connections going to 1 server which is causing CPU load and low idle time. We have the MaxStartups=20 and even tried the default, but it still causes high CPU load. The only time which we don't see this issue is if we disable the SSH service, then everything is normal. We have this running on a Solaris 10 Sun 440 server with 4 CPU's and 16 GB memory.

Is there something I can try to alleviate this issue? Please advise.
