SRVCTL cannot use

I installed a standalone database, and set ORACLE_HOME variable for oracle user. But it always prints "Unable to retrieve Oracle Clusterware home. Start Oracle Clusterware stack and try again.", when I execute SRVCTL.
Is SRVCTL available for standalone database?
