srvctl and crsctl

Hi,

what is the differenece between srvctl and crsctl ?

What is oracle restart envoronnement ?

As said :

CRSCTL is an action packed program that allows many different operations related to the clusterware software. Oracle 11g release 2 introduced some enhanced crsctl commands to check the CRS status from any RAC node.

then they are both for RAC.
