sqr.exe 64 bit on windows doesn't work

Hello:

I installed SQR from the windows 64 bit distribution media on windows 7 64 bit enterprise. When I run the 64 bit version of the sqr I get an error message box: The program ca't start because BCLW64.dll is missing from your computer. Try reinstalling the program to fix this problem. The bclw64.dll is missing from the C:\Oracle\Middleware\EPMSystem11R1\products\biplus\bin\SQR\Server\Oracle\bin64 folder, however, I found it in the C:\Oracle\Middleware\EPMSystem11R1\products\biplus\bin\SQR\ALL\bin64 folder.

Any ideas? I am in process of reinstalling this again. The 32bit version works fine (almost, sqr doesn't find sqrv - anyway that would be a different issue). Did the install miss any paths to the system PATH, or am I supposed to add folders to the PATH myself?
