SQORAS32 An unsupported operation was attempted

Customer is getting "SQORAS32 An unsupported operation was attempted" error when trying to create a DSN using Oracle ODBC driver from the ODBC Administrator.

Customer is using Oracle Client 10.2.0.3

Customer is on Japanese OS Windows XP so I advised customer to apply patch 5837345 but the issue persisted even after applying the patch. It is verified by taking the opatch lsinventory.

Further I asked to do the following:

1) Apply Patch 5699495 (ODBC 10.2.0.3 patch)
2) Apply Patch 5837345 (to fix the "unsupported operation was attempted" error on Japanese OS) "again"
3) Apply 10.2.0.3 Patch 23

But still the issue is there.

Customer has only two oracle homes

-OraClient10g_home1
-DEFAULT_HOME

It has been verified that customer is using 10g client and also verified that the patches have been applied correctly.

Any advise on this tricky issue will be appreciated.
