Sqlplus not connecting as / as sysdba

So we have a server with Win2k3 x64 with the oracle server installed running 10.2.0.4 64 bit as well. I'm trying to use a 32 bit client, and have installed it into a new home directory. When I set ORACLE_SID to the correct value and run sqlplus / as sysdba I get a ora-12560 error, but I can log on as system. When I set the LOCAL variable it works. Any ideas of why this is?
