SQLPlus can connect to DB,but SQLNavigator can't connect to

I install two roacle client on my pc oracle 9.2.0.4i oracle 11.2.2i client
the sqlplus/nolog and SQL>connect tiger/scott@orcl9 can login and run sql
but when Quest SQLNavigator connct to ti report the error:
ORA-12154: TNS:could not resolve service name Make sure connection parameters are correct and try again

when the Quest SQLNavigator started the software reported a error also as below:
Cannot load OCI DLL: C:\Oracle\Client\11g\11.2.0\client_1\bin\oci.dll
Make sure connection parameters are correct and try again

what is the problem?
