sqlplus / as sysdba connection is taking longtime

Hi,

sqlplus as sysdba connection is taking longtime from server..

we are getting Message: Failed to connect to database instance: ORA-03135: connection lost contact errors from Eneterprise Manager

then i tried to log into the database from host its taking lot of time to connect to the database

can anyone help me how to troubleshoot this issue
