sqlldr' is not recognized as an internal or external command

Hi
I am getting following while executing

C:\temp>sqlldr userid=scott/tiger control=control_file .ctl

'sqlldr' is not recognized as an internal or external command , operable program or batch file.'

Please advice me some solution

why this error is coming
