SQLDeveloper connecting to MS Access

I am having trouble getting SQL Developer to connect to MS Access.

Using SQL Developer: sqldeveloper-4.0.0.13.80-no-jre and jdk1.7.0_79

Ist bring up the prompt to select the JDK but when I try to connect to a MS Access DB I get

"An Error was encountered"

"[Microsoft][ODBC Microsoft Access Driver] Cannot open the database (unknown).

It may not be a database that your app recognises, or may be corrup.

I suspect a ODJBC issue ? - any ideas
