sqldeveloper-4.0.3.16.84-x64 does not open

Hi There

I've downloaded sqldeveloper-4.0.3.16.84-x64.zip for Windows 64-bit - zip file includes the JDK 7.

unziped the file, but when I click on sqldeveloper.exe, a window will open and ask is it verified for run..I click on run button, but nothing will get opened.

Could anyone help me how can i start sql developer?
