SQLDeveloper 1.5.1 won't recognise JDK.

Just downloaded 1.5.1 without JDK, and tried to use it with Java 1.6 update 6. I am prompted to specify the jdk location, but when I do, and click on OK, I get and "Unable to find a Java Virtual Machine" dialog and the following the the console window.

WARNING: Could not find jvm.cfg! in 'D:\Program Files\Java\jdk1.6.0_06\jre\lib\jvm.cfg'
WARNING: Cannot find default VM "client" at D:\Program Files\Java\jdk1.6.0_06
ERROR: Cannot find VM at: D:\Program Files\Java\jdk1.6.0_06
Aborting!

Windows XP Professional SP2 64 bit.
java version "1.6.0_06"
Java(TM) SE Runtime Environment (build 1.6.0_06-b02)
Java HotSpot(TM) 64-Bit Server VM (build 10.0-b22, mixed mode)
