We've been experiencing intermittent error with the process of seeding and publishing apex applications. From the error it seems to be around our reports and their name .
We search within oracle support, web for help but could not find it. To by pass the problem we just have to disconnect the session and reconnect . Re-issuing the liquibase update operation will succeed 99% of the time. ( rarely we have to disconnect once more time before it succeeds )
Join is the liquibase changeset code use ( f103_seed_publish.sql )
Also join is the sqlcl error log produced ( sqlcl-lb-error1776363660313.log )
