SQLCL - could not issue any command

I am on Windows 7. When I run sqlcl from standard SQL Developer installation package (4.1.1) and issue any command, then nothing happens (actually the text I enter is echoed). Do not know what can be wrong. I tried different version of JAVA (1.7, 1.8).

I tried to capture screen while issuing commands in SQLCL to illustrate the odd behavior...
