Sql query to mask Phone number digits with specific values

Can we achieve without regex_replace function.
SELECT LPAD(SUBSTR('9014605402',5),LENGTH('9014605402'),'X') FROM DUAL

I/P :
1234924005
9806204335

Expected result :
XXXX924XX5
XXXX204XX5
