SQL plus failing to load

Hi All

I am having a very big problem. The scenarion is as follows:

When i install oracle client 9.2i on a user, he/she can only use sql plus when he/she is an administrator on the pc.

If i make the them a ordinary user, the following error is displayed.
"The Application failed to initialise properly ('0xc0000022).Click OK to terminate application".

I have even given them full control on the oracle folder security for that user and also full permission the regedit. But the same error occurs.

This is urgent. Please reply if you have any solution.
