SQL*Net not properly installed

After upgrading from Oracle 9i to oracle 10g, I am unable to connect through PL/SQL eventhough I am able to use sqlplus and exp/imp.
Whenver I try to login to any local or remote db, I get the following message:

PL/SQL Developer - (Not logged on)
---------------------------
Initialization error

SQL*Net not properly installed

OracleHomeKey: SOFTWARE\ORACLE

OracleHomeDir:
---------------------------
OK
---------------------------
